Louis's Story
Dr. Louis Fletcher hails from Washington, D.C. In 1989, he earned a Bachelor of Arts (BA) degree in Psychology from the University of Maryland at College Park and was commissioned into the United States Air Force. Upon completion of Minuteman II Improved Launch Control System combat crew training, he was assigned to the 12th Strategic Missile Squadron Malmstrom AFB, Montana. He was Commander Senior Crew Alternate Command Post and Squdron Scheduler during his tenure.
In March 1994, Dr. Louis Fletcher was reassigned to Air Force Reserve Officers Training Corps (AFROTC) Detachment 130 at Howard University in Washington, D.C. as Assistant Professor Aerospace Studies (APAS). He taught National Security and Foreign Policy and was also responsible for the Unit Admissions (UA) program.
In June 1995, Dr. Louis Fletcher was handpicked by the Headquarters AFROTC Northeast Region Commander to serve as the Regional Director of Admissions for AFROTC Northeast Region 9. He directed AFROTC, US Air Force Academy, and Officer Training School admissions programs. He led the nation in AFROTC scholarship applications and awards.
In July 1998, Dr. Louis Fletcher returned to Space and Missile Operations as the Chief, Operations Training, 12th Space Warning Squadron (SWS), Thule Air Force Base Greenland. He trained geographically separated crewmembers for missile warning and surveillance duties.
In July 1999, Dr. Louis Fletcher was assigned to the 17th Test Squadron and in 2001 he became the Commander of Detachment 2, 17th Test Squadron at Cheyenne Mountain Air Force Station; responsible for testing the international Homeland Defense Integrated Tactical Warning and Attack Assessment network which provides early warning of missile attacks on the United States.

Division, United States Forces Korea. He facilitated ¿The Future of the Republic of Korea (ROK) and United States Alliance Policy Initiative¿ negotiation plenary sessions and bi-lateral treaty signing for the Deputy Under Secretary of Defense Northeast Asian Policy to foster future stability in the ROK by increasing capabilities while reducing and realigning forces.
In May 2005, Dr. Louis Fletcher became Chief of Safety for the Space Innovation & Development Center, Schriever AFB, CO. He was responsible for verifying the safe operation and testing of ground-based, flight test launched Intercontinental Ballistic Missiles (ICBMs), on-orbit mission processing and equipment, and the supporting command and control infrastructure.
In March 2008, Dr. Louis Fletcher became an instructor at the National Security Space Institute. He is responsible for providing world-class instruction of space system technologies, capabilities, operational concepts, acquisitions and tactics in support of Joint service strategies to develop certified space professionals across the DoD.
Dr. Louis Fletcher completed Squadron Officer School in residence, Air Command and Staff College by correspondence, and Joint Forces Staff College in residence. He holds a Master of Education Degree (MEd) in Counseling from Montana State University, Havre, Doctorate of Education (EdD-ABD) in Adult and Higher Education from Montana State University, Bozeman, and a Doctor of Philosophy (PhD) in Education Northcentral University (Arizona), Prescott.
Military decorations include Air Force Meritorious Service Medals, Joint and Air Force Commendation Medals, Combat Readiness Medal, National Defense Service Medal, Korea Defense Service Medal, and the Military Ostanding Volunteer Service Medal. He also earned Senior Missile, Senior Space, and Command Space Professional Operations Badges.
